Place 20 2-ounce shot cups on a baking sheet. Set aside.
Add the water to a small saucepan over medium heat, and bring it to a boil.
Once the water is boiling, remove it from the heat.
Pour the water into a large bowl and whisk in the green gelatin. Whisk it well until the jello has completely dissolved. This takes at least one minute, but may take more.
Pour in the chilled apple vodka and whisk to combine.
Transfer the mixture to a cup with a pouring spout and carefully pour the gelatin mixture into the shot cups, just about ¾ of the way full and leaving some room at the top.
Carefully place the tray of shot cups into the refrigerator and chill for at least one hour, until the gelatin is completely set.
Optional: top with whipped cream and green apple gummy bears.
