In a large bowl, whisk together the soy sauce, water, rice wine vinegar, hoisin sauce, brown sugar, garlic, ginger, and cornstarch. Set aside.
Heat vegetable oil in a large skillet over medium-high heat. One the oil is hot, add the garlic and onions and cook for 1 minute.
Add the turkey and break up the meat, cooking until just cooked through, about 2-4 minutes.
Add the vegetables and stir, cooking for 2 minutes.
Pour the sauce over the ground turkey mixture and toss to coat the meat with the sauce.
Garnish with green onions and sesame seeds before serving.
